U.S. House Passes Bill with Critical Improvements to WIOA

Congress made important progress on improvements to the Workforce Innovation and Opportunity Act (WIOA) program this week.

On Tuesday, the U.S. House of Representatives passed H.R. 6655, A Stronger Workforce for America Act.

This bill includes provisions that:

  • Allow states to identify trucking as a workforce development priority and provide additional resources to jobseekers using Critical Industry Skills Funds.
  • Streamline application processes for eligible training providers that will result in faster eligibility determinations and minimized administrative burdens for training providers active in multiple states.
  • Create $5,000 grants through Individual Training Accounts (ITA) for workers seeking training who were dislocated from their previous jobs.

CVTA endorsed this legislation before its passage.

CVTA members helped move this bill forward through their advocacy. Nearly 30 CVTA members held dozens of meetings with Congressional offices to highlight the importance of WIOA improvements at CVTA’s 2024 Hill Day.

Our membership extends its gratitude to the Chairwoman of the Education and Workforce Committee, Rep. Virginia Foxx, for leading a bipartisan legislative process that resulted in this bill.

Final passage of this bill will help the thousands of students who rely upon WIOA each year to access high-quality training at CVTA member schools.

CVTA will continue our work with Senate offices to ensure this bill gets a hearing in the Senate as we work towards final passage of these critical reforms into law.
