WIOA Funding Part of Federal Funding Freeze Litigation

On January 27th, the Trump Administration issued an Executive Order to temporarily pause numerous federal grant, loan and financial assistance programs. T


The order requires federal agencies to complete a worksheet related to the relevant funding programs indicating whether the programs provide money for abortion, to illegal immigrants, for environmental justice or gender ideology, and a variety of other categories that conflict with recent presidential executive orders.


Federal agencies will then submit worksheets by February 10th to the Office of Management and Budget (OMB) for review. Unfortunately, there is no date yet available on the timeline for OMB’s review.


OMB’s worksheet contains information on the approximately 2,750 programs that are under review. This includes WIOA Adult Program, WIOA Youth Services funding and other WIOA programs


During the temporary pause, it is unclear whether funds that have already been disbursed by the U.S. Dept. of Labor will remain available from state workforce agencies. Longer term however, CVTA is not aware of any evidence that WIOA programs violate current presidential orders.


Ultimately, given the importance of WIOA funding for student job seekers in the trucking industry, it is imperative that Congress, and the White House maintain this critical funding for unemployed and underemployed citizens seeking careers in the transportation industry.


NOTE: As of the drafting of this email, a federal judge has stayed the funding pause until at least, Monday February 3rd. CVTA will continue to notify members as more information becomes available.
