CVTA Thanks Commissioner Moore for His Career and Leadership at Georgia's DDS.

The Commercial Vehicle Training Association (CVTA) has formally recognized Commissioner Spencer R. Moore of the Georgia Department of Driver Services (DDS) for his outstanding leadership and steadfast support of the truck driver training community. As he concludes his tenure, CVTA leadership praised Commissioner Moore for his instrumental role in shaping state and national policy on commercial driver licensing and training.


In a letter addressed to Commissioner Moore, CVTA wrote: “Throughout your distinguished service, you have demonstrated exceptional leadership and a deep commitment to the advancement of highway safety and workforce development in the commercial driving sector. Your efforts on ELDT enforcement and third-party testing have not only strengthened the driver licensing system in Georgia but have also had an important impact nationwide.”


Commissioner Moore's proactive approach was also credited with keeping Georgia’s CDL training ecosystem operational during one of its most challenging times. Former CVTA Chairman Brad Barber shared that, “The CVTA CDL Schools have formed a partnership with the GA DDS under the leadership of Commissioner Spencer Moore. He was instrumental in keeping the CDL schools open during COVID-19 and making sure our students contributed to the critical need of drivers during this period.” Barber also highlighted Moore’s advocacy for key programs that expanded training access and testing capacity. “He championed the private school Third Party Skills Testing pilot program and made it a permanent option. Commissioner Moore brought the FMCSA Modernized Skills Testing to GA in late 2023 with the help of CDL schools in the initial pilot program.”


Moore’s national influence extended through his service as Chairman of the American Association of Motor Vehicle Administrators (AAMVA), where, according to CVTA, “Your advocacy for thorough and effective implementation of ELDT has helped to highlight this critical issue and ensure that new drivers enter the industry with the knowledge and skills they need to succeed.”


Barber added that Moore was known for his accessibility and responsiveness. “More than anything he was reachable, and he listened to the CDL community. On top of running the GA DDS Agency, Commissioner Moore recently served as the Chairman of AAMVA BOD, and contributed to CVTA Conference Presentations,” he said, noting the significant leadership vacuum his departure creates. “Governor Kemp and the DDS BOD have a tall task ahead of them to find Commissioner Moore’s replacement.”


CVTA concluded its letter with a message of appreciation and best wishes: “As you depart from your role at the Georgia Department of Driver Services, please know that your contributions have left an enduring mark on the CMV training and licensing community. We are grateful for your service and wish you continued success in all your future endeavors.”
