Robert Miller is the Director of FMCSA’s Office of Policy, Strategic Planning & Regulations. His office is responsible for directing the Agency’s regulatory program, strategic planning activities, and program evaluations. His office also serves as FMCSA’s liaison with GAO, the NTSB, and the Department’s Office of the Inspector General. Bob began his transportation safety career in 1982 as a Transportation Specialist with FHWA’s Office of Highway Safety and transferred to FHWA’s Office of Motor Carriers in 1987 where he spent 5 years working on compliance, enforcement policy, and data issues. In 1992, Bob transferred to the Office of Motor Carriers’ Washington, DC Division Office as a Safety Investigator and was promoted to the position of State Director in 1994. During his tenure as a State Director, Mr. Miller had the opportunity to lead both the Washington, DC and Maryland Divisions, manage regional ITS programs, and champion several national initiatives. In September 2000, Bob returned to headquarters as a Team Leader in the Information Systems Division managing the development of over 20 national software systems. From 2004 to 2006 he served as Special Assistant to the Chief Safety Officer and, from 2006 to 2012 he served as Field Administrator for FMCSA’s Eastern Service Center responsible for leading motor carrier safety efforts in 15 Divisions. In December 2012, he was appointed to the senior executive position of Director of the Office of Policy, Strategic Planning and Regulations. Bob has a Bachelor of Science Degree in Mathematics from James Madison University.
