David J. Osiecki (Dave) is Executive Vice President and Chief of National Advocacy at the American Trucking Associations, based in Arlington, VA. In this capacity, Dave is a part of ATA’s Executive Management team. He is also responsible for overseeing all of ATA’s advocacy initiatives whether they are legislative, regulatory or legal in nature. More specifically, Dave oversees legislative and regulatory advocacy on fuel/energy issues, environmental requirements, labor, safety and security issues, as well as highway funding and truck productivity issues. Dave manages a staff of policy, legislative and regulatory experts, and is often called on to represent ATA and the trucking industry at government hearings and industry events.
Dave has testified before Congress on behalf of ATA, and has represented the organization on a number of federal advisory committees including the National Motor Carrier Safety Advisory Committee.
Prior to his promotion as Executive Vice President in 2014, Dave was Senior Vice President of Policy, and before that the Vice President of Safety for ATA from 1998 – 2009. Dave was also the Executive Director of the ATA Intermodal Conference and the ATA Air & Expedited Motor Carriers Conference in the late 1990s.
Dave came to the ATA in 1996 with almost ten years of motor carrier safety experience with the U.S. Department of Transportation’s Office of Motor Carriers (OMC). At DOT, he held several different positions involving compliance & enforcement functions, as well as program, policy, and regulation development.
Dave is a native of Reading, Pennsylvania. He holds a Bachelor of Science degree from the Pennsylvania State University and a Masters Degree from George Mason University in Fairfax, Virginia.
Dave is married with two sons.
