Charles A. Horan III (Chuck)
Director Office of Carrier, Driver and Vehicle Safety Standards
After a 25 year career with the United States Air Force, Mr. Horan joined the Federal Motor Carrier Safety Administration in 2000. He has held two key management positions during his ten years with the Agency. First, as the Director of Enforcement and currently, as the Director Carrier, Driver and Vehicle Safety Standards. As the Director, Mr. Horan is responsible for developing and promoting national motor carrier safety program goals, priorities and initiatives; provides technical expertise and advice in the development and deployment of motor carrier safety programs, including the development of regulations. He determines national motor carrier safety operational program requirements, standards, and procedures for vehicle and roadside operations, driver and carrier operations, and bus safety.
J.J. Dacanay III is the CEO/President of A.C.E. (Advanced Concepts and Engineering) Group solutions. J.J. was invited to the White House in 2012 to talk about the future of 4G and 5G networks /applications and invited again in 2013 to participate in the White House’s Open Data Initiative. He has been interviewed by Asian Fortune on his thoughts on the state of federal and commercial business growth (2012). J.J. delivered the second-largest Salesforce implementation for Time Warner Cable – Business Class, worked on hybrid terrestrial / satellite networks for Terrestar Networks, the European launch of the Xbox Live platform, and one the first live intercarrier SMS platform for DOVE soap’s Time Square wrinkled or wonderful campaign. J.J. holds a BA in Political Science from La Salle University. J.J. has always had a “Carpe Diem” approach to both life and work which he shares with his wife and two children.

An experienced higher education attorney, with time served both as outside and in-house counsel, Aaron's practice is dedicated entirely to assisting postsecondary institutions and their partners to advance their educational and operational objectives while navigating complex regulatory environments. David J. Osiecki
David J. Osiecki (Dave) is the Executive Vice President and Chief of National Advocacy at the American Trucking Associations, based in Arlington, VA. In this capacity, Dave is responsible for overseeing ATA’s policy development and regulatory advocacy on a host of trucking issues, including fuel/energy issues, environmental requirements, labor, safety and security rules, as well as truck size & weight limits. Rim Yurkus, CEO and Co-founder of Strategic Programs, Inc. earned his B.A. from the University of Illinois, Circle Campus. He completed graduate studies in statistics for Behavioral Sciences and Communications, and began his career in marketing research.
